Second Overdrive

To get Valefor's second overdrive, go back to Besaid once Yuna joins your party. Speak with the person behind the counter in the item shop, then go talk to the dog in the hut on the right, closest to the temple. The dog gives you something which allows Valefor to learn the Energy Blast overdrive.
